A complete tea is all about 99% of water in it. So, the water you have at the start has a lot to do with the taste in final say. If water has impurities or has different taste than your tea will be off. Its best to start your tea preparation with clean water or bottled spring water.
Type, temperature and time
What type of tea are you planning to do will be the most considerable factor when making a tea. Different tea leaves have different steeping procedures. Black tea leaves are stronger than green tea leaves. so, they can be steeped at a higher temperature and need to be steeped as long. Brewing temperature of tea generally requires 160-210 degrees. Steeping tea for a less time will make your tea weak and watery. If you steep for long time, you experience bitterness. So, time for steeping is very important while brewing
